In early 1994, Pennsylvania's Wildlife and Waterways
Conservation Officers formed and incorporated the Conservation Officers of
Pennsylvania Association (COPA). COPA is a 501(c)(3) non-profit, tax-deductible
organization under the Internal Revenue Code. COPA is also registered with the
Pennsylvania's Bureau of Charitable Organizations.
Some Organizations and Activities receiving COPA

The Conservation Officers Of Pennsylvania Association (COPA)
was organized for the following purposes:
- To advocate sound scientific management of all wildlife and natural
resources promoting the wise and safe use of these public treasures.
- To endorse, conduct and fund a variety of educational programs dealing
with outdoor recreation and environmental topics with emphasis toward
involving Pennsylvania's young people.
- To sponsor scholarships for students pursuing careers in a variety of
conservation fields.
- To improve public awareness, understanding and support concerning the
wildlife law enforcement profession; and to enhance cooperation between
citizens and conservation officers everywhere.
- To promote professionalism and fraternalism among Pennsylvania's wildlife
and waterways conservation officers.
- To provide the vehicle which accommodates a closer relationship between
conservation officers of all ranks.
- To assist wildlife officers everywhere by supporting the North American
Wildlife Enforcement Officers Association (NAWEOA) and other conservation law
enforcement groups.
