The meeting Minutes for October 22, 2006, Board Meeting at Stackhouse were read and approved.
Treasurers Report:
1. Citizens Bank - $3,825.72
2. Smith Barney Money Fund $63,566.67
3. Smith Barney CD - $19,000.00
4. Total = $86,392.39
Tim also reported that, thanks to a donation from AFSCME Local 2842, the Field Day made a profit of $1,519.01. The cost to COPA in 2006 for the Youth Field Day shirt program was $8,800.00. A total of 786 tickets were sold on the Kayak Raffle for a profit of $2,324.08.

ONGOING BUSINESS:
Agency Liaison:
Tim Marks reported that 33 trainees were accepted for RLSC to begin training on or about April 1, 2007. There are still 31 under consideration as two have dropped out. Daily shooting hours have been proposed to be extended to ½ hour after sunset. The original proposal was to be for resident Canada Geese only. John Shutter, Rick Larnerd and Stan Norris recently retired. Others are anticipated before June 30.
Brian Burger reported that Ted Walke has left the F&B Commission and Art Michaels has taken over the Summary Book work. There shall be two opening days for Trout this year. The training class is back in session with 10 students still in training. Enough vacancies exist to place all current trainees upon graduation. Guy Bowersox is retiring at the end of June. Ray Bednarcik is the new manager in the SE Region. The SC and NE are getting a 2nd supervisor position. The point-of-sale licensing system is live but with many glitches. Licenses continue to be sold online and paper licenses are still being issued as well. Buyers are assigned a Customer ID# for life. Sedans are no longer being issued to officers. All will be going to 4X4 pickups statewide. Testing may begin this fall for the next training class.

COPA 2010 NAWEOA BID:
Rich Cramer read a report from Jack Lucas, Conference Chair, with an update on the preparations for the conference (attached). The budget is projected to be $270,200.00. Committees remain to be chaired and manned. An organizational meeting shall be held on February 16th beginning at 0930 at the Eat & Park restaurant at the Clarion exit on I-80. All are invited to attend. The current bank balances are $5,000.00 in a one-year CD and $1,014.00 in the checking account. Fundraising is the focus at this time.
Youth Field Day T Shirt Program:
Colleen Shannon reported that we will get the shirts for the same price this year and that shipping costs have remained the same as well.
2007 Sports Shows
Tom McMann reported that the Harrisburg Show is coming together. About eight officers have volunteered to work the show. A display from the PGC is needed for the booth. Linda Swank reported that there are numerous submissions for the Photo Contest and it is a go. Member Will Dingman handled the Reading Sports & Outdoor Show and made over $700.00 fro COPA. Martha Mackey reported that preparations continue for the Pittsburgh show and a good response was received from officers to work the show.
Gun Raffle:
Tim Marks reported that the raffle is to be drawn on April 15th and that few tickets have been sold to date.
NEW BUSINESS:
Framed Patches:
Frank Parise is to handle acquiring a framed set of the COPA patches, which shall cost $125.00.
2008 Patch Subject:
The Pileated Woodpecker shall be the subject of the patch.
MOTIONS:
Torch Run Donation:
Tim Marks made a motion, seconded by Erin Czech, to donate $100.00 to the 2007 F.W.O.A. Torch Run. Motion passed unanimously.
Letter of Concern:
Bernie Schmader made a motion, seconded by Tim Marks, that COPA write a letter of concern to the PGC regarding the extension of shooting hours with cc to others as determined by the Association. Motion passed unanimously.
2008 Patch Subject:
Bernie Schmader made a motion, seconded by Linda Swank, that COPA choose a Pileated Woodpecker as the subject of the 2008 collectible COPA patch. Motion passed unanimously.
Framed Set of Patches:
Marge Schmader made a motion, seconded by Martha Mackey, that Frank Parise order one framed display of COPA collectible patches 1995 thru 2004. The plaque is to read Commemorating the Conservation Officers of Pennsylvania Association 10th Anniversary. Motion passed unanimously.
